​​The International Islamic Relief Organization adopted nine strategic objectives to address important issues of faltering capital finances, coping with financial transfers and keeping up with international changes and differences in perception. Such changes and differences are highlighted in expansion versus contraction, donations, project funding, establishing legal references, strategic partnerships and building human resources, systems, information ​management and creative media. The perception presented by Dr. Essam El Filali's paper before a large interested pool of people at RCCI is based on a number of strategic indicators the most notable of which is to regain the position, remove the confusion caused by 11 September events and correct the stereotyped image linking charity to terrorism.
